John Barr

Established with a generous $10,000 investment from MML Foundation Board Member John Barr, the John Barr Leadership Education Scholarship was created from his vision to provide local elected and appointed officials the knowledge and skills they need to lead and govern their communities.

Barr, the Ypsilanti city attorney, credits the training he received from the League early in his career for his success.

Five yearly, one-time scholarships of up to $1,000 for training of local elected or appointed officials will be awarded beginning in May 2017. The training must have a leadership component and practical application to the individual’s role as a public official in municipal government. The training may not be partisan.

Current membership, in good standing, is required. Priority will be given to members of one of the following MML affiliate organizations: Michigan Municipal Executives, Michigan Association of Mayors, Michigan Black Caucus of Local Elected Officials, Michigan Association of Municipal Attorneys and Michigan Women in Municipal Government. Need will be considered in the scholarship committee’s decision making.

About John Barr

Barr has served as Ypsilanti city attorney since 1981. He also represents a number of other municipal clients. He is the senior attorney of the law firm Barr, Anhut & Associates, P.C. and is a graduate of Michigan State University and the University of Michigan Law School.

Barr is active in State Bar activities and is a past commissioner on the State Bar Board of Commissioners. He is a past president of the Washtenaw County Bar Association, the Michigan Association of Municipal Attorneys (life member), and the MML Legal Defense Fund. He is a recipient of the MML’s Special Award of Merit, the Michigan Association of Municipal Attorneys Distinguished Municipal Attorney Award, and the William L. Steude Ethics and Civility in Local Government Award. In 2012, he was honored with the State Bar of Michigan Frank J. Kelley Distinguished Public Service Award. He is a fellow of both the State Bar of Michigan and the American Bar Association.

Barr is a frequent lecturer on legal matters. He taught business law at Eastern Michigan University, and has presented for the MML, Michigan Municipal Clerks Association, the Michigan Association of Municipal Attorneys, and the Institute of Continuing Legal Education.
